Skilled Work Regional (Provisional) Visa (Subclass 491)

The Subclass 491 visa is a five-year provisional visa for invited skilled workers nominated by an Australian state or territory government, or sponsored by an eligible relative, to live and work in designated regional Australia.

Subclass 491 requires nomination or eligible family sponsorship. You must submit an Expression of Interest, satisfy the points test and receive an invitation before applying. Meeting the minimum 65-point threshold does not guarantee nomination or invitation.

What is the Skilled Work Regional Visa?

The Skilled Work Regional (Provisional) visa supports skilled migration to designated regional areas of Australia. It offers two main invited pathways: nomination by a state or territory government agency, or sponsorship by an eligible relative who is usually resident in a designated regional area.

The visa permits a stay of up to five years from grant. The primary visa holder and accompanying family members must comply with regional living, working and study conditions. Eligible holders may later seek permanent residence through the Subclass 191 visa after meeting the applicable requirements.

Nomination and family sponsorship pathways

State or territory nomination: Each jurisdiction has its own eligible occupations, work experience, residence, employment and commitment criteria. A state or territory may nominate candidates whose skills align with its regional workforce priorities.

Eligible relative sponsorship: The sponsor must generally be at least 18, usually reside in a designated regional area and be an Australian citizen, permanent resident or eligible New Zealand citizen. The sponsor must also have an eligible family relationship with the applicant or the applicant's partner.

Select Subclass 491 in SkillSelect and accurately state your nomination or family-sponsored pathway. A jurisdiction may require a separate registration or application.

Apply after invitation

Once invited, lodge the visa application within the invitation period and provide evidence supporting every eligibility and points claim.

Subclass 491 points test

The points test considers age, English ability, skilled employment, qualifications, Australian study and other recognised factors. State or territory nomination or eligible-relative sponsorship contributes 15 points. You must reach at least 65 points overall, but actual invitation outcomes can be more competitive.

Regional living and work obligations

Subclass 491 holders and family members included as visa holders must live, work and study only in designated regional areas while the relevant conditions apply. Regional Australia includes many cities and communities outside Sydney, Melbourne and Brisbane, but applicants should always confirm the current postcode definition and their individual visa conditions.
